FOR LOCAL AUTHORITIES

An urban cleanliness audit solution designed for local authorities

Cobra Propreté was designed and built with local authorities, based on field experience and real user feedback. The solution takes into account the operational constraints of cleaning teams to offer a simple, effective tool that is ready to use in the field.

Measure

Carry out consistent, comprehensive cleanliness surveys in the field straight from your smartphone.

Visualise

Visualise the cleanliness of your area and how it changes over time.

Act

Identify priority areas, adjust your cleaning operations and measure the effectiveness of the actions taken.

USE CASES

One tool, many uses for urban cleanliness

From regulatory surveys to day-to-day management, Cobra Propreté adapts to the needs of cleaning departments.

Objective Cleanliness Indicators (IOP)

Carry out your IOP surveys faster and track your indicators over time. The data is sent directly to the AVPU (French association of cities for urban cleanliness).

Monitoring litter hotspots

Identify the areas where litter builds up and measure the effect of your targeted actions on these hotspots.

Street furniture changes

Assess the impact of a new bin, a street ashtray or a redesign by comparing cleanliness before and after.

Full city audit

Take stock of cleanliness across your whole area to set your priorities and action plan.

Contractor monitoring

Check the quality of cleaning services objectively and back up your discussions with field data.

Issue reporting

Report issues found in the field, such as fly-tipping or damaged street furniture: each report is geolocated and comes with photos to help teams take action.

THE APP IN THE FIELD

Three input modes, one tool

The officer plans their round from the zone map, then records litter using automatic detection, manual entry or voice input. Every observation is geolocated.

Plan your rounds from the zone map.

AI detection of a cigarette butt – Cobra Propreté app

AI detection

The micro-AI automatically recognises and counts litter.

Manual entry – Cobra Propreté app

Manual entry

Count litter and soiling by category in a single tap.

Voice input – Cobra Propreté app

Voice input

Dictate your observations without taking your eyes off the street.

During an audit, officers can switch between input modes at any time, depending on the situation.

PEOPLE AT THE CENTRE

AI that helps officers, not AI that replaces them

Cobra Propreté is not designed to replace cleaning teams. Artificial intelligence handles long, repetitive tasks such as counting litter, so that officers can focus on what requires their expertise: observing, analysing and acting.

Officers stay in control

They choose the input mode, check and correct detections: they always validate the audit.

Fewer tedious tasks

Automatic counting lightens the workload and makes audits faster and less arduous.

Expertise that counts

Team observations become reliable data that inform the local authority’s decisions.

HOW IT WORKS

From field observations to decision-making

Cobra Propreté combines a mobile app, a database and a visualisation platform to turn field observations into indicators that support decision-making.

01

Audit

Officers carry out their audits directly in the field with the Cobra Propreté mobile app. The app combines three input modes to simplify and speed up audits: manual entry, voice input and automatic detection by artificial intelligence.

02

Visualise

The data collected is centralised and accessible from an interactive platform for analysing the cleanliness of the area and how it changes.

03

Optimise

Local authorities get reliable indicators to prioritise their work, adjust their action plan and measure the results achieved.

THE SOLUTION

A complete solution for cleanliness audits

Android mobile app

An app designed to carry out audits directly in the field, with three input modes: manual, voice and automatic.

Frugal artificial intelligence

A highly specialised micro-AI built into the app to automatically detect and count litter and soiling.

Data hosted in France

A database hosted on a server located in France to structure and store the data collected.

Analysis platform

An interactive dashboard to visualise the cleanliness of your area, track how it changes and analyse the results.

ORIGIN

An innovation born in the field

The Cobra Propreté solution grew out of the ViPARE research project, carried out under a France 2030 call for projects dedicated to deploying artificial intelligence tools in local areas. It is the result of close collaboration between the City of Metz cleaning department, the Water and Environment Laboratory of Gustave Eiffel University and NAIA Science, a French Young Innovative Company.

This collaboration made it possible to design the solution based on real situations, operational constraints and user feedback, in order to offer a tool tailored to the needs of cleaning teams.

TECHNOLOGY

Frugal, specialised artificial intelligence

Cobra Propreté runs a micro-AI specialised in detecting and counting litter and soiling.

Rather than relying on general-purpose models and significant resources, we chose a specialised approach, tailored to a specific use and built directly into the mobile app. Discover our approach to frugal AI.

AI designed to help officers, not replace them: useful, effective and proportionate to the need.

FUNDING

Eligible for the Territoires d’IA programme

Run by the Banque des Territoires, the Territoires d’IA programme supports French local authorities in adopting sovereign artificial intelligence. Its co-funding scheme, open on a rolling basis to all local authorities and EPCIs (inter-municipal bodies), covers part of the cost of acquiring AI solutions: licences, subscriptions and onboarding support. Cobra Propreté is eligible for this scheme: your local authority can have 40 to 50% of the cost covered in the first year.

40%

of the cost covered in the first year, thanks to the “frugal AI” bonus: Cobra Propreté is a frugal solution

50%

of the cost covered in the first year if at least one of these conditions is met:

  • At least one of the local authorities involved is located in an overseas territory
  • At least one of the local authorities involved benefits from the Action Cœur de Ville programme
  • At least 40% of the population of one of the local authorities involved lives in a priority urban neighbourhood (QPV)
